Support the Karen minority in the target communities by protecting their collective rights through the development and strengthening of community-based networks, such as the Karen Network for Human Rights (KNHR).

Key Activities
  • Organise forum meeting to raise awareness and provide communities with knowledge about policies and laws related to natural resources and environmental management.
  • Arrange study trips for community leaders to learn from model communities.
  • Develop a community information system, including using GPS tools to create land use maps in the six target communities. The project team will also work to strengthen the role of KNHR within the communities.
  • Establish platforms (such as KNHR) to present community information to the government authorities.
  • Present community issues across various platforms and follow up on these concerns in collaboration with network partners (such as the People’s Movement).

IMPACT STORY

Nestled in the highlands of Mae Hong Son Province, the Mae Hard Village has stood the test of time for over 267 years. Since its founding in 1757, this close-knit Karen community of 538 residents has lived in deep harmony with nature, practising rotational farming without chemicals and preserving their forest through sustainable, community-led land management. But recently, their way of life came under threat.

A government policy introduced by the Office of National Land Policy Board (ONLB) required communities like Mae Hard to give up farmland for reforestation, offering only 20-year usage rights under state control. For the villagers—who have protected and nurtured their land for centuries—this felt like losing their home and history. The policy stirred confusion, fear, and powerlessness. Most residents had never been informed of their legal rights and lacked the tools to respond.

That was when the project stepped in.

With support from our local partner KDSF, Mae Hard villagers joined a series of community workshops designed to help them understand the ONLB policy and, more importantly, their rights under the Thai Constitution. Equipped with this knowledge, the villagers gained confidence to speak up. They made a collective decision to reject the imposed policy, and instead chose to strengthen their own land management systems—rooted in ancestral wisdom and proven sustainability.

Together with the project team, they built a comprehensive community resource management system. They mapped their land, documented their history, and created local regulations to formalise their practices. A village committee was formed to oversee land use and negotiate with government authorities. Their efforts paid off. Government officials not only recognised the village’s sustainable practices but began to see Mae Hard as a model of effective, community-led resource management.

Today, Mae Hard is not just surviving—it is thriving. What began as a response to a policy threat has become a story of empowerment and transformation. The villagers are now equipped with knowledge, confidence, and a united voice. They continue to protect their land, honour their traditions, and inspire other indigenous communities to stand up for their rights.
